Painting brick is optional. Replacing faulty wiring is mandatory. They can get away with patching a leaky pipe or a cracked foundation or a leak in the roof, but they must replace faulty wiring, and it must be inspected before the drywall goes up. This applies to Canada and the US. I don't know about the laws in other countries.
Actually, the laws requiring one to do certain things and to what degree vary from state to state and then there are municipal laws and codes to be dealt with.
The show that I referenced takes place in California and the laws and rules seem to be a lot tougher than any federal laws.
I am not a lawyer in the USA or Canada and would hesitate to tell you that I know the law(s), I only know what I know from selling Real Estate and doing some reading.
