Pavel Novotny Video Help ID

I recently stumbled upon a video with Pavel Novotny that I'd never seen before. I've been trying to figure out where it came from and also the ID of the other man in the video.

The video is interesting in part because it seems like an amateur production. The whole thing takes place in a hotel room and is shot from one static angle. At the tail end of the video there are a few seconds of what looks to be the next scene.

The text at the beginning of the video says:
