I'm no expert but I'm pretty sure what you did was a very very low risk activity. Even full blow jobs are thought of as a very low risk activity for HIV transmission. I couldn't imagine that a bit of precum on your tongue would be a serious problem.

Don't worry about feeling sick the next morning. HIV infection doesn't have symptoms that show up that fast.
 
The activity was extremely low on the HIV risk scale- primarily because there was not an exchange of body fluids.

HIV is a fragile virus. It does not survive well outside the human body and transmission has to occur very quickly through body fluid exchange. In the US, that exchange is almost always through sharing IV needles or anal sex without a condom.

Keep in mind though that traditional STDs like chlamdyia and gonorrhea are more much common in the college-age crowd. So, if you are sexually active with multiple partners then you should get into a regular routine of STD testing for all STDs- not just HIV.
 
So I never did anything with a guy, and I'm negative. So there is this boy that is at my college and I met him on craigslist. The second time we met he came to my house and I was jacking him off and I licked his balls and the sensitive area on the shaft of his penis (I didn't give him a blow job though). Then I was concerned that I may have exposed myself to HIV because some pre cum could have leaked over to that area on the shaft area near the head?! Even though he said he was tested a month ago and was clean and only had sex once with a girl 9 months ago. But still, he could be lying. And I woke up sick this morning. So I got really worried and figured that some people on here can tell me what I should do and give me some guidance? He will show me his test results. But my concern is what if he was infected a little before the results. I don't trust anyone. Please help.

Don't get yourself too worked up, though this is easier said then done. By what you said the likelihood of contract HIV is very, very small. However, just to calm your nerves you can get tested at your state's health clinics free of chage and without revealing your name. So, breath easy, don't panic and alieviate you fears by getting tested.
 
I think this post is emblematic of the way society has managed to completely ruin and regulate sex. They have everyone so worried that HIV is lurking around the corner and that it's so easy to get that this poor guy is freaking out cuz he licked someone's shaft and felt sick the next day.... All this guilt and worry about sex.. is it worth it?

Obviously there is a lot to be said for playing safe and protecting yourself but sex has to be fun, not a calculated event whose framework was developed by society at large. I mean it's to the point where you're getting absurd statements from people like don't have bare sex with anyone for any reason... Well.. goodbye human race I guess? Just because I'm gay, doesn't mean I HAVE to use a condom every time I fuck. I'm in a committed relationship in which I have no fear of any kind of cheating, we were both tested and we've been together for far far longer than it takes for HIV to show up and yet some people still wag their fingers at our unprotected anal sex..

I'm going to go out on a limb and give you a clean bill of health.

You can't catch HIV from licking a guy's balls. Period. Even if someone had blown a whole load onto them, the virus dies outside the body very quickly and even getting cum directly in your mouth is considered "low risk."

But now.... are you actually worried about HIV or was the whole "finally breaking down that wall and doing something with a guy" and all the guilt and confusion that comes with it the real problem?

Did you also erupt in STD scares after you had sex with a girl? Because what you did with her was probably higher risk than licking a guy's balls.

It's possible that the real problem is that you're not emotionally prepared for relationships, sexual or otherwise, and need to maybe address that. You can't go through life afraid to have sex.
