I agree it's wank as it is all forced, they do it on purpose as moving your arms conveys enthusiasm and emphasizes your points. There was some research done apparently that showed an audience listens more if the speaker also talks with their bodies.
 
A lot of them talk out their ass let alone their hands.
 
To me some hand gesturing in public speaking is normal, but it should not be over used.
