let's see,
i have no router
no firewall (disabled)
uhhh yeah thats about it, why is my port 80 closed??

reason is to to set up a webserver
 
How are you finding it's closed? What's telling you?

If it's a programme on your computer, it may read the port as being closed because there's nothing listening on the port.

Also, your ISP may block port 80 at their routers. Solution: use a diff port

what web server are you running?
how are you testing if the port is closed?
what os?
is the web server on your machine or another one?
 
^ wtf? what kind of ISP does that? I would immediately cancel the contract.
 
1) I have a modem if that's any significance
2) No firewall
3) No router
4) ISP said it's not blocking port 80
though get this when i port scan (from an external-on line port scanner):
- isn't responding on port 21 (ftp).
- isn't responding on port 23 (telnet).
- isn't responding on port 25 (smtp).
- isn't responding on port 80 (http).
- isn't responding on port 110 (pop3).
- isn't responding on port 139 (netbios-ssn).
- isn't responding on port 445 (microsoft-ds).
- isn't responding on port 1433 (ms-sql-s).
- isn't responding on port 1521 (ncube-lm).
- isn't responding on port 1723 (pptp).
- isn't responding on port 3306 (mysql).
- isn't responding on port 3389 (ms-wbt-server).
- isn't responding on port 5900 ().
- isn't responding on port 8080 (webcache).
5) My web server is Apache (it has php and the works lol)

(before i had telnet active and started but port 23 still was unresponsive for some reason....)

Be careful, you don't want to open yourself up to attack. Do you not have a router with a firewall you could use? Also I would recommend you have security software installed on your computer.

I have nothing to protect on this PC (no sensitive data~kinda~lol)
but yeah i need to figure out what settings to configure my firewall to once i learn how to get a free domain name XD
