I've heard that lemon juice, applied under your eyes, will counter the :cry:

As for onions - I use a thin ham slicer to cut them and don't get the flaring onion aggravation most of the time.
I've also used steaming water to help keep from tearing.

A slicer or some other kind of apparatus would be my best option, especially as I'm pretty bad at slicing and chopping onions, which probably prolongs my discomfort! :o :lol:
 
This is the type ham slicer I'm talking about - long, thin, blade - very flexible.

I start by cutting the top/bottom and one vertical through the outer layer so It's easy to removed the dried membrane.
Then cut in Half, Quarther - lay on cutting board, holding down as I slice up the rest of it.

I think keeping a certain distance would be enough, there's no need of particular tools if you chop the onion without staring at it from very close. It usually doesn't make me cry because I keep my eyes vertically off the onion line, but sometimes out of distraction I watch it from above and that is what makes my eyes wet. So just stand on a side position or wear this:
