Explain.
Leo says the bad leader is not sent by god. Then, Leo goes on to say that the bad leader is sent to test you, and that many are failing.
Who, then, sent the bad leader to test you?
If 'god' sent the bad leader to test you, then Leo is a liar - the bad leader was indeed sent by 'god' ---- or so Leo believes?
This Leo person is American, right? How does he explain/justify his poor understanding of English? Is he fit to lead/run anything?

I think he means that Satan sent the bad leader to test you to see if you would follow him. And many are failing to stay true to Christ by following him. Sort of like the apple in the Garden of Eden was also of Satan's doing.
I agree, the way it's written doesn't make sense.

The implied meaning is Trump was not sent to lead by God as a blessing to lead you.
Trump was sent by the Satan to mislead you, from the Father of Lies, where all false prophets arise.
Then the ancient theologies of providence apply, where some Jewish traditions assert that we are tested by God, while others comment that we are only allowed to be tested, which is suggested as far back as the book or Job, the oldest known extant text.
So, a meme doesn't have to weigh in on the highly debated theology of providence. It simply refutes that Trump is any sort of messenger or heaven-sent leader, and condemns those who lift him up as a prophet.
As has been commented, the Holy Father's image has been appropriated to add current punch to the words. It would be unlike Leo to say such a thing.
