Yes, porn is legal, if it's from a legal source. But that's not what you asked.
It's probable that any public wifi source has a "Terms and Conditions" policy that says you are not supposed to view porn using it. Ask your library if you're concerned.
But I stand by my previous statement. If you're using public wifi, act like you're in public and presume that everybody can see what you're doing.
