When you buy paper towels, even if it's an American brand, is the first sheet glued to the roll?
 
They glue down the first sheet of paper towels and toilet paper, so they remain tightly wound and do not unwind during packaging.

But wouldn't the packaging keep them from unwinding?
 
Gluing down the first sheet keeps the rolls tight and from unwinding during packaging.

With all the things that automation can do during the production process, wouldn't you think wrapping them in twenty two layers of plastic could be done without the roll unraveling?

I think it's for the consumer.

That's what I would have thought -but given it's all brands - apparently the unravelling theory is true.
And, yes, our (Australian) toilet paper is cursed - as well.

May I ask a similar question?

Ive noticed that these clips for the bread are 'pre scored' and it will break apart when you are opening the bread bag. My guess it is for environmental reasons so it doesn't harm wildlife.
