It's not hard to engage in conversation with other guys at the gym, but don't be creepy about it. I've found that a good, non-threatening opener is to ask a question or make an observation about their workout routine. Most guys are happy to talk about their workouts.
It can be something like "How do you do that without hurting your back? It kills mine." Not only does it break the ice, I've gotten some good workout advice from it.

OK. IM a bi 21 year old. i like to have sex with girls but if the right guy comes along i wont say no lol. i like to work out alot and at my gym there is this guy that always looks at me. I think this guy is hot. I wanna know why is he looking at me

if im looking at him and then he turns to look at me i always turn my head ( just reflex) so my question is how do i find out what that looks mean. i try to "follow" him at the gym and work next to him or where i could get a good view of him. sometimes he works out next to me. so im lost

You work out at the same gym and frequently, it seems, at the same time. It's not completely unnatural for guys to make friends with other guys, believe it or not. He's probably just waiting for you to start a conversation or give an acknowledging nod. Guys looking at other guys don't necessarily mean they want to hook up with them.
If you want to meet him, be a man and say hello. Why play the games with eye contact and touching yourself? If you just want to flirt and wonder "what if," then don't be surprised when nothing happens.
