Such legislation must always include those who utilise anti democratic means to further their objectives. Whether they be, extremist Muslim immigrants, or those extremist Dutch people who resort to violent measures, to implement their abuse of their fellow man.

I cannot speak for Corny, but it is my impression that Reductio ad Hitlerum is presented as an example of an increasing propensity to use some form of guilt by association to discredit or demean the ideas or credibility of an entity espousing a viewpoint with which the person who introduces the fallacy may disagree. The technique is effective, to the extent that it is not recognized for what it is.

The problem with that theory is that those groups have existed since WW2, but they never changed the legislation. After The War in Iraq and during the Afghanistan all those measures were put in place. We haven't had any significant other terrorism that could have fit the bill.
