I get the same sad impression. And I hear the hordes of Romanian beggars are equally grumpy at the slim pickings to be had thieving, littering and begging around their camps in the tunnels and at the Marble Arch and Park Lane.

It is implied in your original sentence the two might be contemporaneous. I merely pointed out, Teletubbies came out not 30 years or so ago, but much later.

I must say some members of the English Police seem a little pathetic. They did nothing during the Rotherham Scandal and the Savile Scandal. But the Scottish Police have now arrested an 84-year-old for "non-recent" "sexual offences".

What a weasel-ish description is "non-recent".
