Not a roommate or neighbour story, but I caught a couple in a multi-storey carpark having sex in their car. The car was parked right next to a ramp and I was walking along it to get to my car when I spotted them inside their car. The seats had been wound back, they were both completely naked and she was on top of him, going for her life. They must have known that people could see them but they obviously didn't care; I guess it just added to the thrill for them.

if it's getting to the point of really being a nuisance then yes. If your renting you could speak with the landlord and ask them to help. I know you don't want to cause any trouble but it's clearly bothering you. I'd either speak with them directly or talk with the landlord.
