I have been asked several times to do this by neurotic newbies and every time I have refused
I feell that if someone is that neurotic to insist on a condom for oral they will neevr relax enough to enjoy the sex. In other words, it is a waste of time
 
Barring the before mentioned body condom pictured which is not available or safe as far as breathing and the orange Haz-Mat suit which would be costly and hard to get, about the only way to be 100% safe would be for both of you to wear a clear garbage bag or two from the shoulders down and wear condoms also to prevent any exposure to cum. You could experience frot this way maybe in a shower with lots of antibacterial soap to keep things slippery. Of course there could not be any contact above the shoulders where the bags would not cover. Your feet would still have the possibility of picking up athletes foot or warts in the shower so maybe some rubber thigh high boots would be good also if that is a worry. Just remember to not have any contact above the shoulders and don't put plastic bags covering your face as this could suffocate you. Now go have fun....lol !

2) Do a STD/HIV test together
3) If both negative, then both of you can have as much wild unprotected sex as you can

There needs to be trust and commitment in this type of relationship (partner doesn't go out and have casual sex). And such relationships are rare. If you intend to hook up with random guys through apps/websites/gay bars, it's close to impossible for those guys to be "clean", and highly possible for them to be infected with something.

std realities: sex is never 100% safe, but the safest way to practice it is to use condoms, and have sex with people you have a trusting relationship with. by that i dont mean love, monogamy, commitment, or a "romantic relationship". just someone you know a little and have a good feeling about, as opposed to some complete random stranger.

but you dont want to have any kind of relationship with any man. because dealing with your male sex partner as a person rather than just a sex-object would mean that youd have to deal with the possibility that you may be gay (or bi), and the social and political realities that come with that. no, you just want to suck some dick, how on earth can that be so difficult?

well, it really isnt. but if you want anonymous sex and the common safe-sex practices arent safe enough for you, then you really are asking for something that doesnt exist.

here is a fun thought for you, shaking hands transfers more dangerous bacteria than kissing. you should be kissing strangers when you meet, not shaking hands. but human saliva has more pathogenic bacteria per gram, than human feces. your more likely to catch a disease from kissing than rimming. so if you can stand shaking hands, you can manage to put your penis in a hot dudes butt while its encased in waterproof rubber. :)
