There are multiple "time frames" and levels of different dimensions all around us all the time.

I have a family optometrist i have been going to for years and he recently tested me for choroidal melanoma but the results came back clear. Whatever i am seeing is not a result of any problem with my vision. It is something that is a result of a shift in perception. Also the things that are seen aren't blurry figures. They are vivid forms with a sense of depth to them that isnt only perceived through sight.

Oh my god that's the coolest thing ever, and is also what I was hoping for. At times the brain misinterprets visual stimuli according to some fairly basic perceptual principles. To me it sounds like you just have some funky cross activation of the parietal lobe and visual cortex. So cool.
