Soap up and rinse off, apply lots of shaving gel (for sensitive skin) and use a very steady hand! You may feel awkward at first, so take your time. Like most things, it gets easier the more you do it.
I use Sorbolene Lotion rather than shaving cream/gel as it's a moisturiser (contains glycerine), is very gentle on the skin and makes shaving a breeze. I don't think you can get it outside of Australia, though, but it could be known by another name in other parts of the world.
One other thing, it's much easier to shave your scrotum when the skin is taut rather than loose, so wait for a cool day and wander around in the nuddy for a while till your nutsac tightens up.
