No, not Church institutional support for the abuse itself. Certainly there was Church institutional support for covering up the fact that the abuse took place. I say that because it happened in so many different places across the world, and was handled essentially the same way everywhere. That smacks of policy, not individual choice.
Society has learnt much about paedophile sexual abuse of minors over the last twenty years that the clergy sexual abuse scandals have been raging.
Twenty years ago the initial response of a bishop would have been to refer an abusive priest for psychological evaluation, then act on the professional advice received. In most cases the professional advice would recommend suitable treatment, further evaluation and either, laicization or a return to clerical work in another parish.
Society has learnt that the sexual behaviour of paedophiles cannot be changed, or influenced by psychiatric treatment and that the best solution is to dismiss the offending priest from the priesthood.
There is plenty of blame to share around, including those many therapists who recommended that an offending paedophile priest could be returned to pastoral work after suitable treatment.
What is important is that many changes have been introduced and bishops are now much more sensitive to their absolute need, and legal responsibility to immediately refer legitimate allegations of sexual abuse to the police and let them handle such matters.
