It is gross and disgusting but someone else chewing tobacco doesn't make my sinuses swell shut, give me a severe headache, make my eyes burn, make me nauseous or potentially give me lung cancer like someone else smoking does. So chewing tobacco in pubic while completely detestable to look at, should not be illegal.
