I was going to say that's a hand-basin. But upon looking it up, I see in north america "lavatory" means washing basin, whereas to us and Britain, it refers to the sit-upon toilet.
This difference could lead to some unfortunate miscommunications!

One additional note- in North America, the term is used in a slightly different manner in the military. A lavatory ( or "lav) in the military refers to the room where the toilet and a place to wash-up is located; if it's just a toilet, they call it a latrine.

Well. . .architecturally speaking, a "Lavatory" is either a basin with a water supply and drainage piping, for washing hands & face (a wash basin). It is also a room containg a wash basin and a water closet, but not a bath tub (a powder room or 1/2 bath). A "Water Closet" is either a plumbing fixture used to receive human excrement and to discharge through a waste pipe, using water as a conveying medium; or, a room containing a water closet.

Just for giggles and grins: a "3/4 bath" is a room containing a lavatory, a water closet and a shower. A "full bath" is considered a room containg a lavatory, a water closet and a bath tub. A "vanity" is a combination lavatory and a base cabinet in a bathroom. A "restroom" is a public facility containing a lavatory and a water closet and/or urinal (or multiples of each) with no bathing facilities.

Those terms are almost never heard here. They are what our grandparents said. Now, it's universally a toilet (the device, or the room in a home or public facility). A more polite phrase might be "where is the bathroom" even if it contains no bath, and you don't intend to bath. Oh dear what can the matter be three old ladies locked in the lavatory they've been there from Monday to Saturday nobody knew they were there
