Mr Abadi also ordered changes aimed at addressing long-standing flaws in Baghdad security measures, including scrapping fake bomb detectors that were in widespread use at checkpoints years after the man who sold them to Iraq was jailed for fraud in Britain.

Three years later they were still using them.

James McCormick, 57, sold more than 7,000 of the devices, which were based on a $20 novelty golf ball finder and proved to be useless.

Sending him down for 10 years at the Old Bailey, judge Richard Hone told McCormick, who is estimated to have made $75 million from the scam, that he had blood on his hands.

Justice Hone said McCormick had perpetrated a "callous confidence trick" that likely cost lives - an estimation shared by former British military officials in Iraq.

"The device was useless, the profit outrageous and your culpability as a fraudster has to be placed in the highest category. Your profits were obscene. You have neither insight, shame or any sense of remorse."

Follow the money. Some corrupt officials made a bunch of money on buying those fake detectors. They knew they didn't work to start with.

I know where you are coming from---better in these countries than here----because at some point the people in these countries have to rise up and save themselves. The locals started stoning their leaders car when he arrived to the site. Like to know what exactly do they want---one expert said more security? Or do they want the leader to leave these guys alone so they won't attack locally? I don't know because it's all a big mess.
