Congress needs to get off their ******* asses and make this right. Now.

SO basically ten years ago the recruiters gave bonuses to reservists they weren't entitled to, and now the reservists are being told they owe the money. Meanwhile the California Guard who gave the fraudulent bonuses to meet enlistment quotas is insisting that they are legally barred from forgiving the debt.

That is somewhat different than soldiers being forced to repay legitimate bonuses just because. Which is kinda what your quote looks like.

Make the recruiters who perpetrated the fraud pay, or the California Guard who let it happen. I can't see how the reservists who took the bonuses should be liable for fraud on the part of someone else.

It does not sound right but I am sure a number of California lawyers have been consulted and see no remedy. Congress needs to act.

Unless their services are going to be refunded too, and the time machine seems to be on the fritz, then get Congress in gear and slap the Pentagon on their asses to put this right. What an outrage.
