Jonathan Frakes either:

1) Found those pants too confining.

2) Was concerned with sitting on his very large testicles.

3) Saw his role on the show akin to a Space Cowboy

(how one would mount a saddle.)
 
It could be argued that Jonathan Frakes' character needed to reinforce his sense of masculinity when climbing over the rear of a chair to sit down. It is also worth noting that each chair he "mounts" has a very low back ensuring that he did not have to overdo his leg upreach.

Since this is about Star Trek there's something I've always wondered about. The overture to Star Trek the Motion Picture is "Ilea's Theme" with a star field heading away from the camera. Later in the film Ilea and V'ger eventually become one and Ilea's theme is also used for V'ger's emotions when she says "The creator must join with V'ger". So what I began to wonder is, is that opening scene in the very beginning of the film V'ger traveling through space heading toward Earth?
