Everything - thoughts actions, etc. - happened when you were both drunk.
The make-out session of which a third party mentioned (and not the person you kissed) is all here-say and didn't come from the horse's mouth (so-to-speak).

If I were in your shoes, I would not give him the time of day, carry on like nothing happened, and drop it.

This mess will always be fucked up because of the drinking. Could get worse and ugly too if the guy starts getting nasty if he is drunk and partying around you.
The only thing you could do is try and talk to him sober 1 on 1 away from the group on a day when no one is hanging out. Likely not going to happen.
Sounds like you are drinking a good amount to when all of this is happening though this other guy may appear more fucked up, you are not sober either.
