Strange scrotal skin

I am wondering if any others have this condition with their scrotal skin and how/where it attaches to their penis? I was watching a good glory hole video and saw a guy's cock that shows what I mean, only mine is attached even up closer to my circumcision scar.

It is this web of skin that is attached too far up the penis. It tends, at least in my way of thinking, to not let my penis get as long or as erect as possible, and I have a small one to begin with. It's like the skin is holding the penis back, so to speak. Also I find that when I wear a condom it interferes with it staying on correctly, as that web of skin doesn't allow the condom to stay unrolled and slide up real snug against the base of my penis.

Also I think it prevents my cock from pointing out and/or up as much when erect. I realize not all erections curve or point up as much as these two do, but mine is always pulled more downward as a result of this skin.

I am attaching a picture that is a still shot from the video plus a second one that shows a more "normal" cock for comparison. (Same Xtube guy who seems to really know how to work the glory hole). Hopefully you can see what I mean.

It has always bothered me and I think it is one of the reasons my penis looks so short and doesn't seem to get as fully erect as it could. Don't know if it is a common thing or not. Perhaps a visit to a urologist might be in order.

I've never heard of this issue. I would not be surprised if it's caused by circumcision or male genital mutilation though. I know a guy who when he was cut without his consent when he was just born they fucked up his circumcision and they had to do a skin graph from his scrotum and his balls look weird and don't look like they're supposed to.
 
When I was born it was almost mandatory to have boy babies circumcised, even more so than today by far. And of course a baby has no say in the matter. I hope things are changing in this regard today, at least here in the USA.
 
It's called penis palmatus or penoscrotal fusion or penis-scrotal webbing. Most of the time, it's a normal variant. The thing to notice about the pictures that you posted is that both penises are average to above average length (length is measured from the top of the penis from the pubic bone to the tip of the penis).

There's a related condition called occult penis or hidden penis where the skin on the shaft of the penis is too short and it pulls the scrotum forward which makes the penis appear hidden by the scrotum.

The irony is that the condition can occasionally be caused by opposing conditions (both are fairly rare):
  1. In uncircumcised men, phimosis pulls the foreskin forward which can also pull the scrotum forward.
  2. Rarely, poor technique in circumcision can remove too much of the foreskin, which can occasionally cause the scrotum to be pulled forward.

However, both pictures shown would be considered normal since the penises are normal and are...um... functioning as designed.

Totally disagree. Uncircumcised babies are more prone to disease and that's a fact. I hope things are not changing in this regard.
