As far as something like AIDS goes, yes. Unprotected oral sex is less likely to give someone HIV than unprotected anal sex.
I am not really sure why you have decided to focus on any comments I have made. I feel that I have made it clear that any sort of fluid exchange can transmit diseases from person to person (some research indicates that even salvia may transmit HIV but generally consensus is that this is near impossible). What the current medical literature (and several of my professors have indicated in lecture) says is that lubricating fluids during sex (such as precum) do contain the HIV virus but the risk of acquiring it through these substances orally is potentially very low. However, it is not ethically possible to test what the exact risk of swallowing pre ejaculatory fluids is in humans. The safest thing to do is play safe and get you and your partner(s) tested regularly.
