He's another of these Czech guys with lots of aliases, as per the GEVI screen shot below. As to the tattoo, the first word is "Semper" which is Latin for always but I can't make out the rest, unless it's "Semper in Eternum" ("Forever and Ever") ... Not sure about the 2nd line either ... ;) ...

"Semper in eternum" is clear and correctly translated: "for ever and ever". It's wrote with a spelling mistake. It must be "aeternum".
