Well there's my nightmare.
I would guess that the convergence of scales and eyelashes does not occur in nature, but I do not know that.

I'm also unaware of any animal with scales in the eye outside arthropods or other members of the similar orders.

Even reptiles have soft tissues in the eye, after various forms of eyelids.

This fantasy may be partly inspired by the additional "eye" some reptiles have that is not an eye in the sense of one that blinks like the normal eyes. It's more of a fixed light sensor, not used to see with focus.

Google said that crested geckos appear to have eyelashes, but they are not actually hairs, plus, seeing them, they appear to be actually some sort of ridge of protective brows from scales, so not eyelashes. It just didn't seem likely that evolution would give reptiles both.
 
That didn't make me think as much about scales (prisms? WTF?) as about cones and rods.
