Definitely the frenulum is the place to be if not the head (which is sensitive in general). The difference between the sensitivity of the head is that it's more broad in its sensitivity but the frenulum (at least for me) is pure pleasurable sensitivity.

Thats not completely true. many men are cut and still have it. i do...
PS: i don't like getting touched there because it hurts if touched dry...

Actually, just the head is. The glans penis is the homologue of the clitoris while the shaft is the homologue for the labia minor.
