It's a CAD (computer-aided design) drawing. Article says it's in Iran and currently under construction. At first glance I thought it was real, only when I saw your comment and then looked long enough at it did I realize it was computer generated.

I think maybe the car is meant to go up the ramp behind it, but that the road beyond there is not rendered.
