It looks like a narrow gauge, which can handle "sharper" corners. If it used one of the old articulated engines and cars with shorter wheelbase, that slope shouldn't be too much. For that matter, early in railroading articulated cars were a thing, too.
You'd just never have one of the 120-car trains that run on main lines!
PB - what type of engine was capable of climbing that grade? Looks too steep and curvy for a standard steam engine![]()
