The tour was met with strong reaction from religious groups for her performance of "Like a Virgin", during which two male dancers caressed her body before she simulated masturbation.[51] The Pope asked the general public and the Christian community not to attend the concert.[73] A private association of Catholics calling themselves Famiglia Domani also boycotted the tour for its eroticism.[74] In response, Madonna said, "I am Italian American and proud of it ... The Immaculate Collection, Madonna's first greatest-hits compilation album, was released in November 1990. It included two new songs, "Justify My Love" and "Rescue Me".[77] The album was certified diamond by RIAA and sold over 30 million copies worldwide, becoming the best-selling compilation album by a solo artist in history.[78][79] "Justify My Love" reached number one in the U.S. and top ten worldwide.[37][80] Its music video featured scenes of sadomasochism, bondage, same-sex kissing and brief nudity.[81][82] The video was deemed too sexually explicit for MTV and was banned from the network.[81] Madonna responded to the banning: "Why is it that people are willing to go and watch a movie about someone getting blown to bits for no reason at all, and nobody wants to see two girls kissing and two men snuggling? ... MTV has been good to me, and they know their audience. If it's too strong for them, I understand. Although, half of me thought I was going to get away with it."[83] The second single, "Rescue Me", became the highest-debuting single by a female artist in Hot 100 chart history at that time, entering at number 15 and peaking at number nine.[77]

I thought Mariah Carey had this spot locked up for good and was close to passing Michael Jackson. The only songs I like by Madonna are Frozen, You'll See and La Isla Bonita

How is this news? This has been established for a long time, but your topic title is misleading. Because, you forgot to note a few things:

1. She ranks #2 on the Hot 100 Artists (this has to do with singles performing on the Hot 100)

2. She does not have the most #1 singles on the Hot 100 for a solo artist (Mariah Carey holds that distinction with 18)

3. While I love me some Madonna songs (Vogue, Frozen, Papa Don't Preach, and a few others) this distinction doesn't make her history's second biggest artist. Billboard only tracks an artist's performance in the US. Furthermore as previously stated this is about Hot 100 performance.

4. Madonna is ranked #16 for album sales in the US. Among female artists, she ranks #2, trailing Barbara Streisand (again, US only). She might drop to #3 though as Mariah trails her only by 0.5 million units and her upcoming album will probably allow her to pass Madonna if it does reasonably well.

5. Should Madonna sell 0.5+ million more albums in the US, she will become the #15 ranking artist in terms of albums sold in the US as she currently trails Bruce Springsteen (who is #15) by just ~0.5 million album sales. Then again given Mariah's upcoming release Madonna will probably be pushed down to #17, so her passing Bruce could just bring her back to #16 again. Either that or she will trade places with Mariah again and push her back down to #17.

6. The biggest artist in the US are probably the Beatles since they rank #1 in both album sales and Hot 100 performance.

I think Madonna is very smart. While academics, lovers and haters debate about her, I think she's just way ahead of everyone.
 
Madonna rocks. The fact that todays little starlets are still compared to Madonna is proof of that. And they all "borrow" from the Madonna play book; copy cat music videos, similar fashion choices, and even ripping her melodies for their hits... It would appear she is anything but "yesterday".
 
Madonna is musically immortal now. Even 10 years from now if she decides to release new music and tour she will earn 100+ mill in the year, guaranteed.

Or, she could simply chill and take a year off and still make money.
