Is the singer 'Wing' a joke?

Apparently the South Park creators said they got her permission to draw her, and they said they liked her music that's why they put her in South Park. So I guess it's not really meant to be a joke, but everything in South Park is meant to be funny.

When I saw her on South Park, I thought it was Trey Parker impersonating an asian lady and calling her Wing. Then I went to the website and saw she was real. I was shocked.
