IMO, the first cyclist hit was the automobile driver's fault for not looking over his shoulder before changing lanes. The second cyclist hit is the cyclist's fault for riding the lane stripes

Look again.

The first cyclist was speeding into congestion that had brake lights and stopped cars, far too fast for conditions. He was intending to squeeze between a plainly visible car in the lane ahead of him and a car ahead of the dark sedan. It was illegal.

In addition, BOTH cyclists were planning on splitting lanes, not merely taking evasive actions.

Both cyclists had it coming. Being a cowboy outlaws all fun & games, sneering at traffic rules, until the unexpected happens.

In this circumstance, the sedan gets triple points for getting the double score in less than a minute. Bonus!
