It depends on which comic you read.

The current Superman can "see" wavelengths of light that humans can't see. Those wavelengths go through clothes and through the body, like xrays in a medical xray image.

There was a period in the comics where Superman was able to emit radiation, which would have included xrays but if he was source of the xray, it wouldn't have been much use since he couldn't see xrays that penetrated an object in front of him.
