It's anyone's guess. The site where the picture in the OP appears to come from doesn't say what the fur is, although it does say “A lot of what you see is complete artifice". Could be anything.

Excuse the delay in answering this little mystery.

The pic comes from the frozen tundra of Russia, the ""fur" is in fact hair, pubic hair, head hair, indeed any hair that can be plucked and scrapped from the human body both alive and dead, every tribe/village member removes all body hair every 10 years and puts it into a collective fund, when enough hair is accrued usually around the 200 year mark, a mixture of seal skin, tanning glue and the hair is made into the stunning gruesome article above and presented to whoever is the village leader at the time, this practice is still followed by some Mongolian tribes today.
