His name is Vitas Bumac, born in Latvia. The voice you hear is his own and it may surprise you:

I cannot remember the full meaning of the song, but I think it had something to do with lonliness. In the chorus of the song, he is wailing in agony and pain.

Meh. Technically good but there's absolutely nothing new about his voice. There's many many male singers out there who are capable of going that high and much higher.
He has a pretty standard tone and overall voice.
