I'll say local government. At least in my experience, the local government has to be more concerned with immediate problems, and is more practical with their jobs, and more responsive to the citizens. The national government seems moribund, with branches of government, political parties, vested interests, etc., too entrenched in their positions to really do much when problems need to be addressed.

Hmm, depends on what I'm looking for. If I'm thinking long-term, and need love, security, and stability, marriage is the way to go. If I'm looking to get off with a buddy from time to time, I want a friend with benefits.
