Yes, it's a matter of pop culture. Currently, there is a lot of comedy/joking about size, but I seriously doubt that many people give it much thought as long as everything is in working order.

I think that painting comes from a brothel. Slightly different considerations apply.

In the ancient world, I believe barbarians were considered to have large penises. When the Greeks and Romans portrayed their own men therefore, they showed them with small (or even under-sized penises) to indicate their civilisation.

I'll check for the line, but remember that The Clouds is a satirical comedy. In any case, penises in classical sculpture follow artistic convention regarding proportion and are never shown erect unless satrys of one sort or another are represented. The gods, heroes and athletes are growers, not showers.
