I can't consider either "meatless." But I do think fish was considered meatless for Catholics observing a meatless Friday.

And, why was milk so (comparatively) expensive?
I have to wonder if part of the answer isn't the change in dairy production--that is, the change from real farms to the atrocious factory farm practices of today.

While thinking of factory farms, I might note that prices on animal based products were not only cheaper back then, but the products were certainly better than the crap they sell on the mass market of today.

And also the products were probably more locally sourced, home-grown rather than imported
 
Take the 1938 figures and multiply by 8...a good indicator of the relative cost of things.
