Guys, we seem to be going around in circles here. The OP has clarified his position that it isn't acceptable for younger guys either. I was one of the posters who condemned him earlier due to the badly worded opening post, (for which I apologise), however, at the end of the day, that behaviour is NOT acceptable in a public place where there is the potential for children to be present.

Instead of venting it here, perhaps the OP should simply complain to the staff...

I've actually delt with this a lot. I'm not sure why they do it to me. I take showers at the gym and I'm not ashamed at my body as you can tell by my gallery but I don't just stare at people and jack off. And yeah they are always the older and not so attractive guys. I would agree that this is totally inappropriate where there may be children present.

All I am saying is that, the one thing we all have in common is the raw, mechanical knowledge of the legality piece in place: that it's innapropriate to publicly grope oneself in public. I believe, as of right now, that is the one thing in which we all can consent on.

Now, whether or not one agrees with this "law", whether or not the men were actually being indecent or "lewd", whether or not the middle-age men were actually gawking at jizzy for the sake of sexual satisfaction, whether the issue of "looking" at others in a public bath should be made a concern and whether or not jizzy has a prejudice against the elder age at the baths (etc., etc., etc. etc.) is where we as a group disagree and have individual points of views on them.

Amidst the petty battles, I was just trying to find something in which we can each say, "well, that's true." And, again, that is the mere factual knowledge that it is legally innapropriate to act in a "lewd" way in public, whatever it means and however it is applied.
