There is no need to imagine that the atrocities of WWII were new or original, or that they had only been devised by Western or European powers. There was no need for the Japanese to imitate anyone Western. Their brutalization of the Pacific was hardly a pre-emptive move.

It's all fine and good to wave a hand and say "humans have never needed external influence to dream up ways to do nasty things to each other" but if we really put much stock in that we wouldn't worry anywhere near so much about trying to prevent authoritarian regimes from developing nuclear stockpiles, among other examples.

I don't have any links for you but the International Eugenics Conference was held a bunch of times in the States and the US was the first country to introduce eugenics at a nation wide level.

Not to say they were alone in this, UCL has huge department for it in the UK and Germany and France led the way on the mainland. Just the states as always have the benefit of money and numbers, meaning they done a lot more research and exported a lot more theory than the others.
