I don't have any links for you but the International Eugenics Conference was held a bunch of times in the States and the US was the first country to introduce eugenics at a nation wide level.
Not to say they were alone in this, UCL has huge department for it in the UK and Germany and France led the way on the mainland. Just the states as always have the benefit of money and numbers, meaning they done a lot more research and exported a lot more theory than the others.
My understanding was that eugenics programs in the USA were a State level phenomen, although there were national organizations behind them like Margaret Sanger's Planned Parenthood. Also, the point wasn't mass murder, more forced sterilizations.
