Andrew R. Wheeler is a American lawyer and lobbyist for the coal industry who Trump has nominated for Deputy Administrator of the EPA under Scott Pruitt.

They could. But that wouldn't do what they want to do: create a self-fulfilling prophecy that "government is the problem" by hiring people who have little or no qualifications for office and bungle the jobs they are given (many via political patronage).

While everyone is busy screaming about the incompetence and exorbitant spending of the appointees, they are slowly taking apart the pieces of government that are working.

Trump administration appointee Carl Higbie resigned Thursday as chief of external affairs for the federal government's volunteer service organization after a CNN KFile review of racist, sexist, anti-Muslim and anti-LGBT comments he made on the radio.
"Effective immediately, Carl Higbie has resigned as Chief of External Affairs at CNCS," Samantha Jo Warfield, a spokesperson for CNCS, said in a statement...

Speaking on 'Sound of Freedom' in December 2013, Higbie, while recounting a time he placed an advertisement to give away free firewood, said "the black race" had "lax" morals. He added that black women think "breeding is a form of government employment."...

Speaking on "Sound of Freedom" in June 2013, Higbie said he didn't like Muslims because he hated their religious ideology.
"Go back to your Muslim shithole and go crap in your hands and bang little boys on Thursday nights," Higbie said. "I just don't like Muslim people. People always rip me a new one for that. Like Sam Clovis, he was another right wing commentator who supported Trump and got a patronage job that his only qualification for was that he was another right wing commentator who supported Trump.

Apparently, the Trump administration only vets candidates if they're from shithole countries.

After being contacted by The Post about Weyeneth’s qualifications, and about inconsistencies on his résumés, an administration official said Weyeneth will return to the position he initially held in the agency, as a White House liaison for ONDCP,...

The article also mentions that Mr Weyeneth overstated his qualifications on his resume' and his legal experience consisted of a job at a law firm where he was fired for not showing up for work. Mr Weyeneth ended up in an executive role at ONDCP because there were at least 7 resignations from the leadership of the agency, leaving Mr Weyeneth in the leadership role.

However, it appears that no one ever vetted Mr Weyeneth's qualifications.
