Brookings has been tracking the turnover. President Trump’s “A Team” turnover is 77% as of Sept. 10, 2019. This first year turnover rate exceeded the past 4 Presidents. He's not even done with his 3rd year and he's already exceeded the 4 year turnover rate for the previous Presidents.

It's not unusual for Presidents to have an exodus in year two. The jobs are difficult, they consume a lot of time, they're stressful and the pay is not that great. They require a lot of time away from home and family.

What is unusual is that there have been so many people who have walked away in disgust or have been fired via a Tweet based upon the whim of a mercurial President. Even more chocking is that very few of the Administration departees have come forward and told them truth about why they left.

The expected turnover at the National Security Council has begun.

A day after Trump ousted national security adviser John Bolton, Garrett Marquis, Bolton's top spokesman, has also departed the administration. Marquis ran communications for the NSC under Bolton, joining the administration shortly after Bolton came on board last year.

The longtime Bolton loyalist left the administration on good terms, a source familiar with the situation said, adding that it was simply a case of being lumped in with Trump’s third national security adviser.

President Trump on Wednesday officially sent his pick of Eugene Scalia as Labor secretary to the Senate.

The formal measure moves forward the process for Scalia, a longtime labor attorney and son of the late Supreme Court Justice Antonin Scalia.

The Senate Health, Education, Labor and Pensions (HELP) Committee will consider Eugene Scalia's nomination before he moves on to a vote before the full chamber.

Scalia served as the top legal officer at the Department of Labor during the George W. Bush administration and previously was a special assistant to Attorney General William Barr during his first stint as the top law enforcement officer under the George H.W. Bush administration....

If confirmed, Scalia will replace Alex Acosta, who resigned earlier this year amid scrutiny of his handling of a case involving Jeffrey Epstein while he was a U.S. attorney.

Speaking to reporters aboard Air Force One while en route to California, Trump said he is considering Fred Fleitz, Lisa Gordon-Hagerty, Keith Kellogg, Robert O’Brien and Ricky Waddell to lead his National Security Council.

Now, the president has nominated yet another official with a pro-torture background—Marshall Billingslea, who serves as assistant Treasury secretary for terrorist financing. This time, however, the nomination contains a particularly searing irony. If confirmed, Billingslea would become the top U.S. executive branch official directly responsible for human rights policy: undersecretary of State for civilian security, democracy and human rights.

Trump has no shame... never has, never will. Let's see how the Senate Republicans fall on this one. Not optimistic, but they did turn down ultraconservative Rep. John Ratcliffe from being nominated as National Intelligence Director succeeding retiring Dan Coats.

Senior HUD official reprimanded for Hatch Act violations [Politico]
The Office of Special Counsel has reprimanded Lynne Patton, a top Department of Housing and Urban Development official with ties to President Donald Trump’s family, for making political statements on the job.

Patton, a HUD regional administrator for New York and New Jersey, used her official government Twitter account to promote political tweets and displayed a red “USA” hat sold by the Trump campaign in her office.

The OSC issued Patton a warning letter after determining that both activities violated the Hatch Act, which prohibits executive branch officials from certain political activity while on duty. But the office cleared her of two other alleged violations, involving a tweet defending HUD Secretary Ben Carson and an appearance at an oversight hearing featuring Michael Cohen.
