Yea i get what your saying but I think that's kinda bullshit on directors/casting agents parts to be racist. There could be an actor of any race the could represent the character in a way that was different than intended but still really good.I know what you mean! I agree it might seem a bit odd to specify that kind of thing in an everyday life kind of situation, but casting calls are often very specific in that way. It just comes down to how the writer (or rewriters/producers) envision the character. If you haven't specified and all sorts of actors show up who don't fit the vision/plans for the character, you're wasting everybody's time.
