Definitely not true. Maybe you were confused with the fact that uncut guys don't need to use lube while masturbating because the foreskin allows your hand to move up and down easily. Anal sex would be rather uncomfortable, for both the uncut guy and the bottom.
 
no , not sure where you heard that but we don't have a natural lubricant under the foreskin. I think a foreskin makes it easier to wank without lube, as the foreskin stimulates the head of the penis. I think I am glad I am uncut, it may not look as good soft, but once hard, there is no difference betwen cut and uncut.

I think the natural lubricant the OP is thinking of is the secretions of the mucosal membrain (As Luminum posted above) that help keep the head of the penis moist, to reduce friction as the foreskin moves.
