I can get down to where I start using the brush, but then it only wants to make things red. I think my problem is the step belo.

You have to make sure that the Foreground is set to black as seen below. (If not, then click the arrow once to make to switch the black and white.)

As far as I know I have did that. Any idea what I am doing wrong?
 
I have Photoshop Elements version 1 installed !oops! If I need to do something like that, I...

- create a new empty layer
- choose a round hard brush and red colour
- turn down the opacity of the layer to 50%
- paint all parts I need (you'll notice it'll be like the masking function)
- make a copy of the layer with the image
- ctrl click the red colour layer, ctrl+i to invert the selection
- choose the image copy layer and hit delete
- ctrl+u on the first image layer to desaturate
