This is rather odd news. Supposedly it's to treat rabbid animals in the wild but I'm willing to bet that there is some other reasons behind this. When they attempt to "vaccinate" these annimals, what most people do not understand is that they are also engaging in rabies DNA / RNA bombardment, which include live viral strains that can actually CAUSE the rabies, not defend against it.
The implications this has for people could be related as well. If a new strain of rabies was purposefully introduced into the wild and it contaminates the animals and they catch the new strain of rabies (in theory), if they then bite a person, it could very well lead to a contagious virus that could possibly spread via bites and saliva. I know, that sounds a little bit like some zombie movie plot but even the CDC warned of a zombie apocalypse. CDC.gov. What a strange world we live in today.

The weaponization of vaccines just took another leap forward in America with the recent air-dropping of rabies vaccines by the Texas Department of State Health Services. Using a battery of small planes based out of Del Rio, Texas recently dropped 1.8 million edible vaccine packets over 7,700 square miles of rural Texas.
The packets contain edible rabies vaccines dipped in fish oil and coated with fish meal to entice foxes and coyotes to eat them. Once consumed, the animal is "vaccinated" against rabies, researchers claim.
