That don't sound right, because I know someone that got it gone and never grow back for a long time. You must of got something that had grow all back a few small hair LOL
Actually, barryash's experience is the expected result.
Body hair lasering in men generally takes 2-3 treatments- more if the hair is very dense.
Laser works by directing energy toward pigments in the hair follicle (which is why it doesn't work well for blondes and redheads). This also damages the hair follicle temporarily. In some cases, the damage is enough to prevent the hair from growing back. In most cases, the hair follicle regenerates but the hair is thinner and lighter in color- almost white-blonde in some cases.

Unless you have money, you probably want to try a combination of things.
Given the your description, waxing is probably the best option for your back and shoulders. Every town has a place that will do waxing- just ask a female friend where women get leg or bikini waxing done. The aetheticians who do waxing have seen it all and won't have a problem doing a man's back.
The first time you get waxed, you'll probably jump off the table. If you saw The "40 Year Old Virgin", Steve Carrell is really being waxed in that scene and it is very typical of the first time. After you've had it done a couple of times, it won't be as much of a shock and it won't smart as badly afterward.
Don't wear a white shirt because you'll also bleed. Wear a dark tshirt with another loose dark shirt over it. In the summer, guys usually get waxed about every 2 months. In the winter, you can do it as often as you like. After waxing, the hair will grow back in softer (i.e. no itchy razor stubble) and you'll have less chance of ingrown hairs.
For your chest, arms and legs, you can clipper weekly to the length that you want.
If you want a completely smooth feel, then use a depillatory. There are newer depillatories made for men (e.g. Nair for Men) that will take off the coarser hair that men tend to have. You should just do a small area the first time to make sure that your skin is not going to react adversely to the chemicals in the depillatory (many guys can't tolerate them). Unfortunately, it's difficult to use a depillatory on your back- it works well on the chest and legs. You shouldn't use a full strength depillatory on your groin or ass since it can cause chemical burns on areas that are more sensitive.
