You should check out Lunar Pages. $6.95 a month for 350g of space and 3500 bandwidth.
When hosts oversell like that it really annoys me. It would be impossible for them to offer all their customers those features for $6.95/month.
KwikHost.Com has packages starting as low as $3.99 per month.

I've been using hostgator.com since February and they've been just a pleasure to deal with, and very reliable.

I've used them for a year now and have had NO problems.

of course that's for their basic service.. they have three plans for three different prices. I've been with them for three years and I've never had a problem and I've never been down, but that's just me. I'm sure with the price of technology going down it's very probable that a web host can offer lots of web space and traffic.
Advice to those looking.. just do your research because what's right for me may not be for you. Also there are many free options now a days if you just want the very basic web presence like Google Pages. Go to the web host forums and see what the customers have to say, Lunar Pages has forums you can check out as I'm sure many other web hosts have. Also check out W3C. If you're going to offer free downloads make sure your traffic allows for it.
The first web host I was with ... I got burned, paid too much and didn't get much but I was a noob and it was really my fault for not going over what I was going to do and what I needed out of my web space and traffic.. so look around
